1st class ships of the line were extremely large and powerful, displaying the power of a navy. However, they were expensive to operate, so their peacetime use was limited. In the Carronade era, a 1st class ship of the line was defined as being equipped with not less than 100 guns.
A French Navy 1st Class, using the special national rules, can be an extremely resilient opponent that can be driven out of combat. French ships have access to the "rugged" upgrade for a discount, and therefore have a significant number of ship points to chew through. Of course, 1st Councils are very powerful in general, but point by point, a French 1st Council should stay around longer to wreak havoc on your enemy's formations.
