Commissars are special Imperial officers assigned to Imperial Guard regiments and ships of the Imperial Navy, tasked with enforcing discipline and devotion to the Emperor of Mankind. Regardless of the conventional hierarchy of the Imperial Guard, Commissars are instead attached to the Commissariat of the Departmento Munitorum and are officially part of the Militarum Tempestus.
Commissars are invariably stern and uncompromising individuals, capable of keeping even the most anarchic regiments in line with fear, strength, and power. Each regiment has one or more attached commissioners who remain with the regiment throughout service. Commissars are assigned to regiments by the Commissariat Branch of the Departmento Munitorum, which provides senior commanders to the Imperial Guard armies. They have authority over both soldiers and regimental officers. Commissars have both the right and the duty to immediately execute any Imperial Guardsman or officer who demonstrates cowardice or incompetence in combat. You must also ensure that the regiment is not harboring any Genestealer Cultists, Chaos Heretics, spies, or mutants.
The personnel selected to become cadet commissioners are drawn from the Schola Progenium - Ecclesiarchy-run schools where students have already received a rigorous imperial cult education. The training of cadet commissioners is indefinite and their promotion depends entirely on the judgment of the full/senior commissioner responsible for their development. Training may include serving as part of a Commissar Training Squad and/or being seconded to an individual Full/Senior Commissar.
Advancement beyond cadet rank may lead to him becoming a full commissioner himself or a further developmental role as a junior commissioner. Full Commissioners can be promoted within the Commissionership to higher positions such as Commissioner-Captain, Lord Commissioner or Commissioner-General. The exact method of ascent to these positions is unclear.
The standard rank of commissar, at least one is assigned to each Imperial Guard regiment. Their duty is to monitor the regiment's morale, enforce discipline, and inspire men in battle. In addition, they have the authority to exonerate an officer in charge if they suspect that the officer's judgment is impaired or otherwise defective.
Commissars are also responsible for overseeing the creation of new regiments, sometimes from primitive worlds whose denizens are savage and do not adapt well to Imperial discipline.
Both roles require commissars to lead by example and demonstrate outstanding personal courage on the battlefield to set an example for their men.
This kit makes a plastic Officio Prefectus Commissar who can be equipped with either a bolt pistol or plasma pistol at the end of his bionic right arm, while wielding a power sword in his left hand.
